Touris Lakay: A Sovereign Model for Tourism in Haiti

Touris Lakay is a bold initiative launched by Pi Bon Ayiti to transform Haiti’s tourism sector into a driver of national development. The plan aims to build a tourism economy that is economically inclusive, culturally respectful, and strategically regulated. Unlike conventional models that concentrate wealth in foreign-owned resorts, Touris Lakay places Haitians at the center of the system, ensuring that local communities are the primary beneficiaries of tourism growth.

The plan is anchored in three strategic pillars. The first regulates foreign investment, allowing it only in designated zones to prevent overtourism, protect housing access, and preserve environmental integrity. The second pillar governs private accommodations such as Airbnb, which are permitted only in approved areas to avoid real estate speculation and gentrification. The third pillar, Otel Lakay, certifies hotels owned exclusively by Haitians and provides them with government support and national visibility.

Otel Lakay hotel complexes will be built by the state and integrated into the TiPa-GwoPa initiative, which promotes local entrepreneurship and accelerates licensing. Each complex will contain 10 to 100 rooms and be leased to certified Haitian operators, creating jobs and ensuring that tourism revenues circulate directly within local communities. Culinary spaces will also be developed around these hotels, operated by certified Haitian chefs and entrepreneurs to showcase national cuisine and hospitality.

Financially, each certified room will be subject to a 10% occupancy tax based on the nightly rate. These funds will be reinvested into tourism infrastructure, public safety, and cultural preservation. All tourists will be subject to Haitian law and benefit from legal protections against fraud, price abuse, and harassment—reinforcing the country’s sovereignty while ensuring visitor safety.

Touris Lakay is more than a tourism plan—it is a national development vision. By integrating Otel Lakay with TiPa-GwoPa, the program ensures that Haitians are not just participants but leaders in the tourism economy. It elevates Haitian culture, protects communities, and positions Haiti as a destination where every visit is an act of dignity, exchange, and shared prosperity.
