Kay Ayiti is Haiti’s sovereign housing strategy designed to eliminate slums, modernize urban centers, and build a dynamic real estate economy. Governed under the Lwa Politik Nasyonal (LPN), the program ensures legal continuity and protection across administrations, with over 500,000 housing units planned across income tiers.

 

Housing Categories and Ownership Models

Kay A1 & Kay A2 – Affordable Housing for Haitians

  • Kay A1: 100,000 rental units capped at 20% of minimum monthly salary. Supported by government vouchers and employer incentives.

  • Kay A2: 100,000 rent-to-own units with no bank loan required. Residents pay $5,000 upfront and $1,500 annually over 20 years. Designed for permanent residents, naturalized citizens, and native Haitians.

Kay K1 to Kay K10 – Mid-Tier and Urban Renewal Units

  • Kay K1–K4: Mid-tier condominiums with build costs ranging from $25,000 to $75,000 and resale values up to $180,000. Buyers must secure financing or pay in full.

  • Kay K5–K10: Urban renewal units located in city centers, with resale values reaching $1 million. Designed to attract diaspora and foreign investment, revitalize urban landscapes, and elevate Haiti’s architectural profile.

Kay E1 – Elite Residential Zones

  • 6,000 single-family homes in gated communities

  • Built at $350,000, resold at $2 million

  • Open to Haitians, diaspora, and foreigners

  • Government guarantees all bank loans for qualified buyers

All buyers (except renters in Kay A1 and participants in Kay A2) must secure financing or pay in full. The government guarantees the investment value of all properties for 30 years.
