State Departments: The Technical Backbone of the Republic
State Departments are technical institutions responsible for implementing public policy. They do not represent political interests—they serve as instruments for service delivery, law enforcement, and sectoral development.
Each department has a clear mission: to manage resources, coordinate government action, and respond to public needs in areas such as health, education, agriculture, transportation, and technology. They operate under the guidance of the National Policy Law (LPN) and must uphold constitutional standards.
Under the Pi Bon Ayiti framework, State Departments will be strengthened and modernized to become more efficient, transparent, and accessible. They are not politically controlled but are overseen by the ADN and the President, who ensure each department fulfills its mandate according to the national plan.
Departments will collaborate with National Agencies, local governments, and Civic Action Chapters to deliver services, respond to crises, and launch development initiatives. They may deploy mobile service units, digital platforms, or partnerships with schools and businesses to expand their impact.
Examples of potential departments include: Department of Public Health, Department of National Education, Department of Agriculture and Food Security, Department of Infrastructure and Transport, Department of Technology and Communication, and Department of Labor and Social Security.
State Departments are the technical backbone of the republic. When they operate transparently, free from political influence, and based on merit, they lay the foundation for an effective, dignified state that serves its people. This is not just administration—it’s service with vision.
