National Plan for Incubation and Industrialization of Haiti’s Economy
Vision Ti Pa Gwo Pa is Haiti’s national strategy to build a productive, resilient, and sovereign economy. By combining support for small enterprises (Ti Pa) with the development of strategic industries (Gwo Pa), the program creates a complete ecosystem of domestic production that meets national needs and fuels export growth.
Core Components
-
Ti Pa – Development of Startups and Micro-Enterprises Ti Pa targets entrepreneurs, artisans, cooperatives, and local innovators. The state provides training in business management, production techniques, and compliance, along with startup financing, equipment grants, and technical mentorship. Participants gain access to national distribution networks like Mache Lakay and Ti Mache. Modular industrial zones called Atelye are established across key regions, with shared infrastructure for sectors such as textiles, hygiene products, household goods, natural remedies, and digital services.
-
Gwo Pa – Strategic Industrialization and Technology Acquisition Gwo Pa focuses on building foundational industries in construction, agro-processing, electronics, medical equipment, and pharmaceuticals. The state invests in patent acquisition, industrial park construction, and technology transfer. Partnerships with the diaspora and international allies support this expansion, alongside the launch of a national innovation and product development fund.
Integration with Devlopman Mache Lakay (DML) Ti Pa Gwo Pa directly supports the DML program. Atelye production feeds Ti Mache franchises, Gwo Pa industries reduce import dependency, and diaspora investments in Madan Sara storefronts increase global visibility for Haitian products.

Implementation Phases
-
Phase 1: Incubation & Infrastructure Launch of a national call for Ti Pa applicants, creation of five pilot Atelye blocks, initiation of training and financing, and feasibility studies for Gwo Pa industries.
-
Phase 2: Production & Expansion Increased Atelye output to supply Mache Lakay and Ti Mache, construction of Gwo Pa industrial parks, acquisition of patents, and technology transfer.
