Vision Byen Nou is Haiti’s sovereign strategy to explore, regulate, and develop its underground and offshore resources—including minerals, metals, and petroleum—in a way that protects national interests, promotes environmental stewardship, and generates long-term economic value. The plan transforms Haiti’s geological and maritime wealth into a strategic pillar of industrialization, energy independence, and rural development.

Strategic Objectives

  • Conduct a nationwide geological and maritime audit to map mineral deposits and hydrocarbon basins

  • Establish a transparent licensing framework for exploration, extraction, and refining

  • Create state-owned zones for mining and oil development with cooperative governance models

  • Enforce environmental protections through mandatory impact assessments and reclamation plans

  • Integrate resource outputs into national industrial plans (e.g., construction, energy, pharmaceuticals)

Development Components Minerals and Metals: lithium, cobalt, graphite, limestone, gypsum, clay, iron, bauxite, copper, gold, silver, platinum Petroleum and Gas: onshore oil fields in Artibonite, Plateau Central, and Nord; offshore blocks in the Gulf of Gonâve and northern shelf; refining and distribution infrastructure for domestic and regional energy needs

Environmental and Social Safeguards

  • No extraction in protected ecological zones or near freshwater reserves

  • Community consultation and consent required before any drilling or mining

  • Revenue-sharing models with local governments and cooperatives

  • Mandatory land restoration, spill prevention, and water protection protocols

  • Employment priority for local residents, certified technicians, and vocational graduates

Economic Impact and Job Creation Byen Nou unlocks Haiti’s resource economy as a driver of industrial growth, energy sovereignty, and fiscal resilience. It supplies raw materials and fuel to TiPa-GwoPa industries, reduces import dependency, and strengthens domestic production chains. The plan creates tens of thousands of direct jobs in geology, petroleum engineering, logistics, refining, and environmental monitoring, plus indirect employment in construction, transport, and services. Royalties and licensing revenues will be reinvested in education, infrastructure, and climate resilience. By formalizing both mining and energy sectors under national law, Byen Nou ensures that resource wealth benefits Haitian communities—not just foreign investors.
